For the first time the Department of Economic Development (DED) in Dubai is contemplating allowing companies that are licenced in free zones to operate directly both inside and outside the free zone. If this goes through it will make a fundamental difference to the way businesses operate in Dubai and could vastly increase the number of foreign investors to the Emirate, according to DLA Piper Middle East, a global law firm.

Etihad Rail, a government-owned firm developing the United Arab Emirates' first national railway network, said Wednesday it awarded a consortium comprising Italy's Saipem S.p.A., Tecnimont S.p.A, and U.A.E.-based Dodsal Engineering and Construction a 3.3 billion U.A.E. dirham ($899.2 million) contract to build the railway's first route.
