The Qatar government has reportedly allocated a significant 40% of its budget between now and 2016 to infrastructure projects, including USD 11.1 bn for the setting up of a new international airport, USD 5.5 bn for a deepwater seaport, and USD 1 bn for a transport corridor in the capital, Doha. The government plans to spend USD 20 bn on roads, while stadium construction for the World Cup is expected to cost just under USD 4 bn, with the first stadia venue to be built by 2015. According to German legal and financial adviser Dr. Nicola Ritter, USD 48 bn will be spent to build air-conditioned stadia, USD 77 bn on facilities for soccer fans and players from across the world, and USD 33 bn for developing Lusail City.
